Time Limit on Construction?

I live on 11th St btw 7th and 8th Ave in PSlope. Behind my apt at 453 12th St there has been construction of a new building going on for about 3 years. The work is only halfway done, the backyard is littered with debris and the front is blocked off by an eye sore of a fence. According to the DOB website there have been numerous complaints. I believe they have lost their permits because all worked has stopped. My question is if there is a time limit on when construction needs to be completed? Is the property allowed to sit like that indefinitely? They never finished installing all the windows and doors in the back of the building so I believe the interior is being ruined by the rain.
