Yes but it’s not a common practice. The Philippines does though and they do it at puberty. Circumcised Filipino cock looks different and has a bit of extra skin on it.

I saw something wacky on the train last night and I thought immediately of you, that you would probably spend time writing about it and thinking it was funny and/or disgusting.
On the C train, a guy gets on, he’s in his late 20s/ early 30s, really really tall 6’4″ or 5″and he is wearing a giant Panda costume. He has a white hoodie on under his costume and has the hood part on his head with the string drawn, obscuring most of his face (wouldn’t you?). He was wearing a furry black and white costume, the white part was looking like he’d been getting a lot of work lately and he was carrying his panda head, then put in down on the seat next to him. Inside the head, he stored his panda hands and some other stuff.
I was thinking I had a pretty stressed out day yesterday but at least I am not a Panda.
