FSRG – installation of a new boiler counts as a major capital improvement to the building, and as such can be passed along in the form of higher rents, divided among the number of rooms in the apartments. Like an apartment-specific MCI, however, the payback period is pretty long.
FSRG- you and I agree. As much as I like the plan, the reality will be a lot different. I wonder if Bloomberg even thought about this? My LL had a new boiler installed about 2-3 years ago. What oil would a newer residential boiler use? Would it already be burning cleaner fuel?
bxgrl – there are virtually no private houses that are using #6 (or #4) oil. It is too dirty and difficult to work with and makes little sense in a home unit.
That being said, why is the assumption that ever LL simply has the tens of thousands of $ necessary to do these conversions? In a rent stabilized building (which virtually ever relevant building will be) you probably cannot pass the cost on in terms of higher rents so, it will likely mean neglect of some kind in other areas….
I am in favor of the plan in theory…but to pass such laws with no tax breaks, or other incentive plans is simply ridiculous.
How much is the cost to convert to gas heat? Might make more sense than simply upgrading to cleaner oil. I think National Grid will also help with the cost of converting to gas, since it’s in their interest to do so. Of course if you can’t afford one, you probably can’t afford the other – I agree, let the Mayor create a foundation (starting with some of his own money) to fund it.
I’m very much in sympathy with having cleaner burning fuel but the idea of expecting homeowners to put out 10,000 to reconfigure their boilers is totally unrealistic. What happens to those who simply don’t have the money? Will the city pay for the conversions? Perhaps Bloomberg can donate a billion or so to a foundation for those homeowners who don’t have 10,00 or so lying around in a sock.

Sad to see Rose go. Didn’t make it over there as much as I would have liked, but it was always a good time (as well as Vutera, the wine bar downstairs)
