They have used those piers to store salt for many, many years.

That is indeed rock salt belonging to International Salt Co. There is more on its way too. Once the pile is built to its final height it will be covered.
Looked pretty closely at this photo and couldn’t see any people in it. ANYWHERE. Most logical answer?

Agree salt is usually covered and if it was, isn’t it a little late in the year? I’m hopping the fence tonight.
Its not salt, salt needs to be covered and trucks cannot drive on top of it from what I know. I have been fairly close to it and it definitely appears to be sand.
