Where do the union members that stand with the rat come from? Does every union member have to do rat duty every so often?

They are likely just pulled off of other construction jobs. The client is still billed for them but they were superfluous anyway.

11217, those three idiots out front probably have no idea why they are there. the shop stewrd told them to go there and bring the rat with them so, like good union members, they did.
They’ll likley only be there a half day anyway.
