A few street corners in Bay Ridge where residents complained about the accumulation of household garbage are now notable for their lack of trash baskets, according to an article in the Times. At the urging of the Community Board, the Sanitation Department removed 14 trash baskets on 4th Avenue between Ovington and 68th Street about a month ago because “community leaders were tired of households using corner trash baskets meant for candy wrappers and soda cans to dump plastic bags full of smelly leftovers and other personal discards.” Is the “counterintuitive” experiment working? The jury’s out. A couple business owners near the basket-less corners say there’s more street litter, though others say it’s made the area cleaner. “People are just starting to look more because there’s no litter baskets,” says Gregory Ahl, the environment committee chairman of Community Board 10, who came up with the idea of removing the waste receptacles. The Sanitation Department is going to decide whether to reinstall the baskets next week.

LC Arnett — that’s just crap. The landlords can most certainly figure out a solution, they just don’t. It has nothing to do with “unexpected consequences” — it has to do with bad behavior.
Regardless. The LAW is and, I believe always has been, that garbage has to be put on the street in black/brown (i.e., durable, rat resistant) garbage bags. I don’t see a lot of that.
ALSO. There is nothing wrong with keeping recyclables in your apartment for weeks on end. Don’t see a lot of recycling bags on the street on recycling day!
In short, LC Arnett, you talk a nice rationalization for bad behavior… too bad it’s just that… a rationalization for bad behavior.

They removed them in the early-mid 1990’s because the IRA used to have a nasty habit of leaving bombs in them.
Wasn’t a policy driven by litter, but I guess people got used to not having them around.
What do you want to bet the streets in London are clean because the city employs hordes of unionized city workers to scrub it three times a day?

Speaking of filthy New Yorkers, within weeks of the dirt and trees filling in the new Flatbush median, you can see that it’s become an open air trash bin (mostly bottles and cups) for motorists waiting for a light. Because holding onto your trash until you find a proper receptacle is just asking too much
