From the Forum: How Can a Homeowner Get a Neighbor to Repair a Leaky Pipe?
A neighboring landlord has a leaking pipe in their basement and the water is impacting a homeowner’s building. The landlord won’t fix the issue and the Department of Environmental Protection has said it is not within their jurisdiction. What can the homeowner do?
