A homeowner’s townhouse has increased in value and the property taxes keep going up. Is it possible to appeal the assessment?

A homeowner was notified that their townhouse increased in value and they are concerned about the possible impact on their tax bill. They bought the house for under $1 million seven years ago and it was recently valued at $1.9 million. The taxes were originally about $3,000 a year, increased to $5,000 and now they are afraid the bill might jump to $7,000. They are wondering if there is any way to get the bill adjusted — should they file an appeal? Is there a limit to how much the taxes can increase each year?
