Will changing a house from four units to two cause an increase in property tax?

A reader is converting a four-unit rowhouse into two units and is wondering about the impact on the tax bill. The homeowner has an approved alt-1 application and the work is almost completed but they are now curious about whether the resulting change to the Certificate of Occupancy will cause a tax hike. Is it possible to finish the alt-1 and not change the Certificate of Occupancy?
Please chime in with your advice.
