From the Forum: Dealing With a Neighbor's Leaking Downspout

The basement is flooding and homeowners have identified the source of the problem as the neighbor’s corroded downspout. The neighbors haven’t been willing to deal with the problem despite multiple conversations. Since the downspout actually feeds into the ground on their property the homeowners are wondering what options they should consider.
