A co-op owner is hoping to prove that the board of the building is wrong to insist that guards go up to prevent windows from being fully operable. The owner installed new casement windows and is being told bars must be put in place even though no children live in the unit. Other owners in the building are not being required to do so. Is the issue that the owner installed casement rather than double hung windows?
