They basically have to move to the US, or at least be here most of the time, pay taxes here, etc to keep the greencard, so this should be a good thing.

It’s not a “loophole.” It’s a legitimate method of attracting foreign investment. Among many other requirements, the investor must create jobs for U.S. workers before he or she can obtain permanent residence for him/herself and his or her immediate family.
If you have a million bucks and a clean criminal record, pretty much any country will let you move there.
