After years of delays, construction of a 10-story, 36-unit apartment building is progressing quickly at 991 Willoughby Avenue in Bushwick. The first building permits were filed back in 2006, but loan troubles and a lawsuit involving the project’s contractor left a stalled site, WyckoffHeights.org reported. Then building resumed about six months ago, and now the frame has risen 10 stories.

The 26,682-square-foot development will include off-street parking for 25 cars and a healthcare facility on the ground floor, according to permits. And it looks like there will be more construction delays, because we found a partial stop work order on the fence dated May 21. The architect of record is Nataliya Donskoy, and the rendering, included after the jump, is pretty bland.
