From the Forum: Why Is the Water Coming Out of the Tap Dirty and Smelly?

Water is coming out of a tenant’s cold water bathroom tap dirty and a bit smelly and the landlord is perplexed. No other faucet in the building is having this issue. Could it be a problem with the tap itself? What else could be causing the issue?
