If the original timetable had been adhered to, the renovation of the nine-story Emanuel Celler Courthouse at 225 Cadman Plaza in Downtown Brooklyn would be reaching completion right about now. Commenced in 2002 in the wake of 9/11, $49 million project includes a seismic retrofit and the installation of blast protection in addition to less doomsday improvements like upgrading HVAC, plumbing and elevator systems.
