The Times has an article examining how folks interested in buying new condos don’t have a lot of buildings to choose from, though Brooklyn has a bit more to offer in terms of new development stock than Manhattan. I don’t think this is an unusual circumstance in NYC. On the contrary, the times when new-construction condominiums are plentiful are few and far between.
