An affordable housing lottery has launched for a 100 percent affordable 10-story development that has risen on a formerly vacant stretch of Pacific Street in Ocean Hill.

The building has a total of 236 apartments, of which 93 are included in the lottery. The remaining 143 are supportive units set aside for formerly homeless people and families with special needs, with priority given to families and domestic violence survivors.

All of the 93 one-, two-, and three-bedroom apartments in the lottery for 2425 Pacific Street Apartments at 2425 Pacific Street are rent stabilized and set aside for families earning 30, 40, 60 and 80 percent of Area Median Income, according to the listing. That includes households of one to seven people earning between $28,115 and $160,720 a year.

The 34 one-bedroom apartments are priced between $693 and $2,211 a month, the 31 two-bedrooms are going for $814 to $2,636 a month, and the 28 three-bedrooms cost $925 to $3,031 a month, depending on income level.

The building has been developed by affordable housing provider Brooklyn Community Housing & Services in partnership with Love Fellowship Tabernacle and Alembic Community Development. It was designed by SLCE Architects, permits show, and it is all electric and follows Green Building standards. Permits show it also has 6,963 square feet of commercial space.

The complex includes a gym, community room, laundry room, bike storage, and a landscaped patio as well as a rear yard with a children’s play area. Apartments have air conditioning and energy efficient appliances, according to the listing. The building is smoke free and there is no mention of whether pets are allowed. Tenants have to pay for electricity, which covers the air conditioning and stove, while rent covers heat and hot water.

A rendering of the exterior of the building shows a long, mid-rise build with setbacks and blocks of color to break up its lengthy facade. The facade is clad in brown brick and panels of gray, white, and rust. Rectangular windows are even in size. The extra tall ground floor has large expanses of windows and black paneling. There are no interior renderings of the units available.

Prior to the new development, the site was vacant since at least the ’90s, but an ’80s tax photo shows it once held a long single-story brick commercial structure. The site was deeded to Love Fellowship Tabernacle in 2002, city records show. In 2023, the development partners signed a 99-year ground lease with the church and paid $14.7 million, records show. A new-building permit for the site was approved the same year, and it has since been renewed.

The developers used the city’s Supportive Housing Loan program to build the complex. The project also conforms to the city’s Mandatory Inclusionary Housing program, according to Housing Connect.
