There is not sufficient light and air in that room to qualify as a legal bedroom. That is why they label it “office”.
I agree with stargazer, these tenement layouts are not ideal. In addition to spreading fire, the tiny airshafts also help carry smells and noise.
It would be better to seal them and place proper modern HVAC ducts in them.
