An affordable housing lottery has opened for a recently completed building in Ocean Hill, with rents for three-bedroom apartments starting at $1,229 a month.

Included in the lottery for the eight-story, 49-unit building at 1663 East New York Avenue are 11 studio and three-bedroom apartments for households of one to seven people earning 40 to 80 percent of Area Median Income, or between $35,246 and $160,720 a year, according to the listing.

There are four studio units for $863 and $1,357 a month and seven three-bedroom apartments ranging from $1,229 to $2,698 a month.

According to the listing, the complex includes an elevator, shared laundry room, bike storage, and outdoor areas. While the building is pet free, service animals are allowed. The listing says tenants must pay for electricity including a stove and heating, but hot water is included in the rent.

The building was designed by architect Frank J. Quatela, and renderings show the facade is light yellow with darker yellow horizontal stripes and burnt orange panels. Floor-to-ceiling windows cover the East New York Avenue facade. There is a set back at the seventh floor and the ground floor is finished in orange brick. Apartments have white walls and light wood flooring, with light blue kitchen cabinets and stainless steel appliances, renderings show.

City records show 1663 ENY LLC purchased the site from Like Minded People LLC in August 2022 for $3.75 million. Prior to the new development, the site sat empty for years. Tax photos show that in the 1940s the site held a row of two-story houses that were gone by the 1980s, when it appears to have fallen into neglect.

The new development sits within the East New York Neighborhood Plan rezoning area, meaning new housing developments must use the Mandatory Inclusionary Housing program and include affordable apartments. The development is also expected to receive the 421-a tax rebate.
