An affordable housing lottery has opened for a recently completed eight-story building in Carroll Gardens, a short walk away from the Gowanus Canal. It is another lottery tied to the Gowanus rezoning.

Built on the site of a low-slung industrial brick building at 33 4th Street, The Carroll will include a total of 82 apartments and have a gym, dog park, and rooftop terrace.

Included in the lottery are 23 units, all rent stabilized and income restricted, 18 of which could be deemed truly affordable. Those are targeted at households of one to five people earning between $38,400 and $105,000 a year, or 40 and 60 percent of Area Median Income, according to the listing.

They include two studio units at $978 and one at $1,521 a month, 10 one-bedroom apartments renting for $1,040 and $1,622 a month, and six two-bedrooms for $1,930 a month. The remaining five apartments are aimed at households of one to five people earning $122,229 to $227,500 a year, or 130 percent of AMI. Studios in this bracket go for $3,243, one-bedrooms for $3,661, and two-bedrooms rent for $4,376 a month. The building received its certificate of occupancy in August, city records show.

Market-rate units started leasing in July, according to StreetEasy, and there are six active listings on the site. The cheapest current listing is a one-bedroom for $3,900 and the most expensive is a two-bedroom for $6,230 a month.

Designed by IMC Architecture and developed by Shimon Hoffman, according to the new-building permit, the complex includes a dog washing station and dog park, bike storage lockers, a gym, outdoor areas and a rooftop terrace, and a business room and children’s playroom.

Some amenities come at an extra cost to residents, including the fitness center, rooftop terrace, sundeck, lounge, and shared laundry room, according to the listing. Residents are allowed two pets per apartment in line with breed and weight restrictions. Tenants have to pay for electricity, which includes the stove and heat, while rent covers hot water, the listing says. The building is smoke free.

Apartments in the building include dishwashers, high-end appliances, and air conditioning. Some units have a washer and dryer that are available to rent for $75. Renderings in the market rate listings show the units have floor-to-ceiling windows, white walls, and light wood cabinetry. Kitchens and bathrooms have elegant tiling work, renderings show, with bathroom tiles adding a splash of subtle color to the units.

The facade of the boxy building is broken into three sections, with an eye-catching center section that appears to be faced in red-brown stone like the famous brownstones of the neighborhood. Two flanking side sections are clad in beige paneling. While the center section has huge square windows, the side sections have pairs of tall rectangular windows reminiscent of brownstone windows. The sections are separated by columns of glassy balconies.

The industrial building that previously stood on the site was only two stories high. A demolition permit was signed off on by the city in March 2024, city records show.

According to city records, the current owner of the site, GH Management LLC, has been involved in its ownership since 2001. Tristate Surgical Supply and Equipment had a lease on the property until 2027, city records show. Before Gowanus was rezoned in 2021, developers began buying up low-rise commercial and industrial properties in anticipation of the residential rezoning. In the years since, many of those developments have begun to take shape.

Because the development takes advantage of the rezoning, it is required to include affordable units under the Mandatory Inclusionary Housing program. It is also expected to receive the 421-a tax break, according to the listing.
