Mayor Bloomberg’s plan to allow 18,000 livery cabs to take street hails in the Queens, Brooklyn, and the rest of the outer boroughs was shot down by a Manhattan Supreme Court judge on Friday. Bloomberg’s plan would also have sold 2,000 new medallions for handicapped accessible yellow cabs, which was expected to bring in $1billion in medallion sales (and some relief to outer-borough riders). 

Bloomberg, who has been trying to sell taxi medallions in the outer boroughs since the summer, is expected to appeal the decision.
