windows opening restrictor

My parents apt just got their windows replaced earlier this week. The building removed the child safety guard on the windows and enforced a 4 inch max opening on every window except the fire escape ones. Obviously they are unhappy about the current restriction. Is this even legal to restrict opening for more than 4 inches even when there are no kids around? What happens in the summer time? They tried contacting the building management and they are not removing the limit. No AC units can be installed and their Kitchen exhaust cannot be vented out due to this restriction. Have anyone experience these type of windows? the restriction seem to be set by 2 rods limiting the opening of the window. Looks like the rods are fixed by a screw. Once you unscrew it, the rod can be slided up and down. Can’t seem to find a way to unhook the rods from the sides. We just want to temporary remove the rod in the Kitchen so the exhaust vent can be installed on top of the window.
