Proper steel window welds?

Hello Brownstoner! We had these steel windows made for an extension and spent a pretty penny. We then had insulated panes made and found they did not fit due to these welds in the steel. The glass guy is saying he’s never seen such sloppy work, and the window company is saying he should have measured each and every pane, and cut the glass with swerves and tilts for the welds. The glass guy says this would compromise the insulation because not enough of the glass would be behind the steel. Thoughts? Do you know any glass/window professionals who might be able to weigh in? Thank you!
