Moving Exterior Door - Alt. 1 v. Alt 2

Hi All – Question on permits. Anyone know if moving the location of an exterior door would require an Alt. 1 or Alt. 2 permit. I have seen people replace stoops and put back the parlor floor entry door only file an Alt. 2 but was wondering about simply moving the location of a door. Is that considered change of egress?
