Hatch / cellar door repair

We have moisture and leaking from our hatch into our basement. I’ve seen others post about a lot of leaking after the recent storms…
Can anyone recommend someone who deals with cellar doors? I think we’d need some re-caulking and sealing… But I’m not sure exactly and we want to make sure we get this done right.

I use one of those industrial carpet/ rugs that you can get at Lowes. Works very well
