Who can repair an outside hole in wall, roof envelope

Hi, So we removed an exterior light from the back of the house and the repair is not too good – its been really drafty and we suspect its the masonry hole in the attached pix. A related issue is some Ivy creeping up towards the roof line and getting up and under it. Think these are relatively straightforward fixes but does anyone have someone to recommend? Thanks!

Sever the ivy down at ground level & up higher anywhere you can reach it through windows, etc. Rip off as much as you can.
