Exterior cement coated brick wall in need of repairs, pics included

Our brick row house back wall was coated with a cement later and then painted. The cement is cracked, paint and cement layers bubbles. Water is little by little damaging brick as it penetrates between paint/cement/brick. Most of the same houses in the neighborhood have some sort of block/cement coat or stucco, a few only have nice pointed bricks. Who do I call to give me quotes and approach on fixing? Our neighborhood is just patching his with cement, but we don’t have the time to invest on this ourselves and should probably do some longer term maintenance. This is a 2.5 floor wall (2fl and .5 basemement), which is adjoined by a wood deck. Will need to remove the screwed deck boards, hopefully not the full deck. I need also someone to diagnose some leaks we have around a not too old leaky skylight that has always given us problems. Basically water proofing and water issues around. Please, any recs appreciated.
