Do you need a permit to use a lift on a sidewalk? Facade / Cornice work

What is the policy from the Dept of transportation regarding the use of a lift on a sidewalk.  We need to rent on to paint the facade and overhang / cornice.  It is not a heavily travelled sidewalk.
