Balcony repair

Hi, I am on the board of a 22 unit building in Brooklyn and we need to repair the underside of our balconies: there is, what seems to be, a decorative layer of stucco that is pulling away from the structral part of the balcony on those balconies that are more exposed to weather.  Is anyone familiar with this sort of problem?  Can anyone recommend a licensed contractor with skills in this area? Thanks!
