Scaffolding permit required in NYC

I need to replace my windows on a 3 story building in Brooklyn. I’m changing the outside trim so I need to work from the outside. Can I setup a scaffold 33 feet high? The property is setback from the sidewalk 15′. According to DOB a permit is required for scaffolds >40 feet.

“Scaffolds & Sheds As of October 16, 2017, it is mandatory to submit all supported scaffold and sidewalk shed filings in DOB NOW: Build.

A permit is required prior to erecting any sidewalk shed, or a supported scaffold over 40 feet in height. “
