Local Law 152 Gas Inspection - Plumber Recommendation

Hello 3- and multi-family homeowners,
I followed a previous thread about this so just wanted to circle back and tell the Forum that I found a master plumber to perform this inspection on my 3-family home. Bill from A Good Plumber was great to work with and was able to fit me into his schedule quickly (which I was worried about because it’s due in my district by the end of the year, and because of the terrible job the DOB did informing people, everyone is just realizing it now). The price was $699. He came out on Tuesday and I already have email confirmation from the DOB that they received my paperwork. I have seen these too, but the ones I have seen only offer the Inspection and no Corrections where necessary; it makes it kind of complicated to go to two different shops.

I used a good plumber and they were great. Definitely honest showed me some issues, explained it exactly comparing to some little pocket guide so i can see what he was talking about. Wound up it didn’t need to be fixed only noted down and i keep an eye on. Seems he could’ve sold me stuff thinking what would i know. Felt comfortable and would use again.

I have a pretty modest building, got the inspection done in less than 15 minutes and passed. Fee with taxes was just short of $800. Here’s the weird thing: You, as owner, have to handle the electronic filing process. It wasn’t hard, but the way the DoB collected the info I’m pretty sure they have no simple way to link it to your property. For example, you just put in your street address–mine can be written different ways–not the more precise tax lot/block identifier. It makes me wonder if the city will make any active attempt to link paper work filing to properties. My guess is that it means they’re not going to be coming after you for fines if they see you didn’t do it, but if you don’t, and have other business with them, then they may find out and zap you. I don’t know, would be curious to hear other views. Just glad to be done with it, was pretty stressed.

KaBr!!! Thank YOU!! You’ve been a huge help. I took a look at their website and yes they seem down to earth , a family business and not out for blood. I’d imagine they have a loyal customer base of good size, and that must keep them plenty busy. Again I can’t stress enough I have no leaks. Theres almost no rust on the pipes. I tell you if I call them and use them and i get that same honest attitude, I will then use them for the boiler inspection next year and beyond. If only due to the freakin arrogant, just about nasty tone the regular guy I use, took with me on the phone, as I said in my original comment. Its funny but I recently realized that I have turned into an old man. And far from a wealthy one. lol. But can still research and learn the important stuff so I don’t get fleeced. @Chas373, as far as my experience goes, Bill from A Good Plumber was very honest and scrupulous about the inspection. They will make you fill out and sign a form beforehand stating that you are aware that they have to fill out the form for the city honestly, i.e., if they discover a gas leak, they cannot pass you and you are responsible for the cost of the inspection and must make the repair (using them or using someone else) before you can pass. Bill pointed out areas where there was minor surface corrosion on the pipes that is not dangerous but that I could paint in the future for protection so that it doesn’t get worse. He understood that the priority was safety and making sure I couldn’t get hit with a fine, and didn’t try to sell me additional services or unnecessary repairs. Good luck!

It sounds simply like you need to separate Required versus Recommended Options; we have these two tags on every Option. It is your choice to decline a Recommended Option, but if you decline a Required Option than we decline our work; we like to keep it simple.

There’s more to the test than checking for leaks. A lot more. When the first notices for LL152 went out I was charging significantly more than $800 because I felt the liability and direct costs involved in performing these inspections justified the price. I also tried to sell pre-inspections which only a couple of people went for. I think the pre-inspection is the work-around for putting both contractor and client in a legally mandated bad position. That is, if an unacceptable or non-compliant condition exists at time of inspection, there is a requirement to have the building’s gas shut off. Identify and fix it ahead of time and it’s just a job like any other, and you can do the live inspection the next day. To address your concern, @chas373, I’m a big fan of getting paid up front. I do it with my Heating System Evaluations and any major troubleshooting I’ve got to do. Charging a comfortable fee up front removes the need to produce billable work and holds the service provider to an honest inspection/evaluaton.

KaBr /Chris Petri Thanks for the rec. I have had my small multifamily “pre-inspected” by two different longtime union pros. Both of them came back showing no leaks. One of them is recommending a licensed plumber “he works closely with” for the true certified inspection. I can’t be sure that he is going to get this guy here for the inspection on time. Pricing differences of 100 or 200 don’t really matter as long as I get this inspected and passed. 700-800 seems to be the avg of what I’ve heard. My question is can this company “a Good Plumber” be trusted to come in and do the testing for leaks on exposed pipes in the cellar as well as I guess any exposed pipes above the cellar but not into the tenants apartments, and NOT look to add work that is unnecessary but will make them plenty of $’s above the inspection rate?And trying to hold you hostage with the threat of failing you as leverage? From a month ago when I first learned of this mandatory inspection my initial calls to two different licensed plumbers proved out that the going practise among many of them is to try t o do an unnecessary and exorbitant repiping of the entire building even if they tested and found no leaks. Throwing figures around of $20-30K!! Even my long time licensed boiler inspector, became arrogant and quickly developed a “You need me, I don’t need you” attitude, after using him for over twelve years of annual boiler inspections. This was with me just asking nicely why he didn’t alert me to this inspection sooner, he was just here in August for the boiler inspection. He too started setting me up with “he just did a repiping of an entire building for $18K.”
I am a senior and funds are limited. I live in the building and it’s the only one I own so I am not a professional landlord. I cannot afford to get the wrong guy here and he starts playing the above games. I know with all certainty I have no leaks, I even had my two guys do pressure checks on the tenants cooking gas lines and everything in the building shows no leaks. Though I realize it wasn’t necessary for the inspection I had them check for the safety of all in the building. Can I expect this company, A Good Plumber to be honest and scrupulous and to be passed as long as no leaks are found ? I’m sorry for the long winded comment/question but just trying to paint an accurate picture of my situation. Thanks in advance.
