Guardrail requirements at deck

Hi there.

We were hoping to install a horizontal cable-style guard rail on our deck but are being told this does not comply with the NYC building code. Can anyone point me in the direction of where it states this in the building code? I assume it has something to do with creating a “ladder” but we had thought that if it was a cable, not a rod, that it would still comply.

I’m in the process of filing a steel deck. Of the 17 objections I received, the steel cable rail for the deck and stair railings was not one of them.
