Architect or Expeditor?

Hello Everyone, I am hoping someone can give me some good advice. Over 20 years ago my parents hired an architect firm to help legalize a 2 family house to a 3 family house. According to my parents knowledge the architect firm took care of the whole process, which supposedly resulted in legalizing the 3 family status. Fast forward to present day, my parents are told by an architect that the DOB has no C of O on file, and therefore no record of the 3 family status. I spent an entire day at the DOB with my father trying to figure out how this could have happened. After much research and (and microfiche-ing) I came to find out that the architect had done everything except file for the final C of O with the DOB! Currently the DOB has on archive (they also gave me a copy of the micro film) the approved work application needed to convert to a legal 3 family, as well as the approved permit and such. The only thing they do not have is a signed C of O. They also told me there is no icard on file for 3 family status. From what I was told, I need to hire an architect to file for a C of O. I was also told I can hire and expediter to do the job. Since all of the work (construction) was done 20 years ago, I am hoping only paper work needs to be filed. The property currently has an active violation from 20 years ago, that seems to be related to construction at the time, so I would like to clear that out as well. Can anyone provide me with some sound advice in this situation? Also, should I go architect or expeditor for this job? Any ball park figures for what it should cost and how long it typically takes to resolve? Thanks in Advance!!

Lostinthought, Just curious if you ever got this resolved and how long it took. I am about 14 months in on a ‘paper only’ C/O with the Brooklyn DOB (with expediter) and am searching for sanity and comfort knowing I am not the only one stuck in the DOB/DOF inefficient bureaucracy. Thanks CARLO.

Ugh, how unfortunate for you. We have gone through the C of O process on our Alt 1 gut renovation and it is, well, a process. Our expediter, however, was brilliant, and I highly recommend him. James Anzalone is also a licensed architect and thus is likely to be able to help you whichever way you need to go. You’re likely going to need and architect and an expediter or, at least, an expediter with an architect’s or engineers license.
