Third Floor Apartment - Balcony Dividing Wall

Long-time reader, first-time poster. Need advice on whether a dividing fence to separate balconies for adjacent brownstones on the third floor of each respective building are permissible? Purely for privacy reasons. Hoping someone in the lovely Brownstoner community can provide guidance on whether this is permissible, DOB permit requirements and allowable fence specs. Thank you!
