Roof Fence and Deck

We have a 3 story, 6 unit apartment building and want to fence and deck the roof.  Our building abuts a building that is taller, so we would only need to fence 3 sides. It would need to be child safe. Has anyone done this? If so, could you recommend a contractor or  share any advice.We live on the top floor and it would be for our private use.  Thank you
