Covered Screen Porches

I’m trying to understand the difference between covered screen porches, decks and sheds. My building has a covered porch coming off the parlor floor with an open space below. According to the I-Card (going back to 1933) the covered porch and area below was once screened. However, none currently exists. I am the only one on my block with this configuration. Instead of covered porches, most of my neighbors have enclosed ‘sheds’ coming of the parlor floor, with an open space below at the garden level. Some of these ‘sheds’ contain kitchens, while others have bathrooms or other living space. From what I can tell this space doesn’t seem to be included in square footage calculations. Can I permenantly enclose the porch like the neighboring sheds. What about enclosing the space below the porch? Would these change increase my sq footage and trigger a reassesment?

You will most likely find those were converted without a permit. It would require one. If you open it to the adjacent bedroom then it is pretty easy. It would require a load bearing beam to be installed.
