Plumber to convert oil to gas

Just got a quote from “All About Plumbing & Heating of NY, Inc” to convert my oil to gas heating. Has anyone worked with them before? If so, what was your experience? And does anyone know if we can avoid filing with the city since we are a private two family home? He indicated that since we are a two family home, we don’t have to file. Is this true?

I’m Googling the company and basically coming up with nothing except for a couple of shill posts on a Yellow Pages website. I do see that the owner does seem to have an active plumber’s license but he should know better than to tell someone they don’t have to file new gas equipment with the NYC DoB. 
That’s just irresponsible. You need to file.
