Either your architect/engineer will inspect, or you’ll hire an inspection company to do it. Whoever inspects has to be listed on the DOB’s TR-1 form, and has to sign off on the form that they did the inspection, not only for the footings, but for other things like rebar placement/sizing, etc. Your architect or engineer should be able to walk you through these things. The stoop is being enlarged and to support the addition they propose digging down 3′ and placing an 8″ tall footing and 2′-4″ high foundation. There are no dimensions for the width of the extension, but it may be sized in the plan view.

I know how to read most of it, just not sure what the 8″ and 2’4″ refer to.
