Dirt Removal around house

I have a question for anyone familiar, I have a corner property with around 18″ high of dirt around the house on the side and 3′ high in the front. It is surrounded by a cinder block wall. I want to get rid of all the dirt to bring it on the same level as the sidewalk and just cement the floor. Is anyone familiar with what would be required as far as permits? Or can I just get a dumpster and get rid of all the dirt? thanks for any info

Is the soil at the original grade?, or is this some soil that someone in past added on as a landscaping idea? Are you in NYC Landmark distract? What effect will show on the masonry once the soil is removed? Will drains, leaders from the roof etc. need to be changed? If you are in Landmark district, you probably will need to file and get approval. If not call a recommended waterproofing contractor.

I doubt whether you will get a permit to replace soil with concrete. This will cause a major drainage issue which the City is very sensitive to.

the real answer is that any change in grade requires a permit. that said, we had about 18″ of soil above the surrounding grade in our back yard and I removed it on my own without filing. But, I knew it was not something which would cause runoff issues with my neighbors (removing soil does not seem to cause those problems; it is adding soil that seems to cause trouble). I filled hundreds of black bags with the soil and was able to call a demo company and ask them to send a packer truck to remove them. the other choice is a container but do not hire one from HD as they specifically state that concrete and soil is not to be put in their containers.
