Construction Generator Noise - How much is too much?

There is construction of a private home going on in a formerly vacant lot two doors away from our building.  The construction has been going on for almost a year with starts and stops.  The structure of the building is up and they have been working very slowly on the inside of the building for months.  They are powering everything on the property with a portable generator that makes a lot of noise.  Weeks ago the architect told me they were “waiting on ConEd”…  Every day the generator cranks out noise that is driving me crazy and I’m on the 6th floor of a building two lots away.  With the weather getting better, it would be nice to be able to open windows, but the noise is unbearable with the windows closed. Has anyone dealt with this?  The obvious answer is to call 311\.  I am looking for anyone who has experienced a solution once 311 has been called?  Is the level of noise legal?  I can’t imagine I am the only one bothered by this.  I want to be a good neighbor and wish they did also by investing in a generator with a better noise baffle.
