Water Damage

I live in a brownstone that has one side exposed.  There is water damage on the exposed wall on the garden level.  The plaster is bubbling and pealing.  I have had Metro Waterproofing and others come to look.  Remedies vary from just re pointing, re sealing, to digging into the foundation and putting a drainage pipe along the side of the house that releases collected water under the street.  Prices vary also from $4,000 to $ 30,ooo.  No one will give any guarantee.  Has anyone fixed a similar problem?  What is a reasonable price?  Any guarantees? Thanks
