Rehabbing my scary understoop dungeon

The vestibule underneath my stoop is a mess. The wall (cementious coating?) over brick (in photo) is cracking- possibly from moisture getting in. I kind of want to just remove that coating and expose the brick– any harm to that? It would look a lot better and maybe let the brick breathe…? And then there is the ceiling where the cement coating is long gone and now the brownstone material itself is exposed and rains down– I’ll vacuum in there and one week later there will be a new layer of fine brownstone dust that has come down– any solutions? The stoop itself is in decent, but not great, shape- has a crack running down each side where water may be getting in, but otherwise in decent shape I guess. Any body else have a scary understoop area and done something about it? Advice appreciated.

As a stopgap I also scraped the paint and whatever else was on there. I also sealed it from above so it doesn’t leak anymore using masonry caulk and cement. Under the stoop I used thoroseal to keep the dust at bay. It is really a stopgap solution until we get someone in to properly restore it with a cement mixture.
