Will I need to obtain an Architecture drawing for DHCR in order to file for a major capital improvement? Thanks

No you do not need drawings. But take some good photographs to show that it was needed, in case a tenant claims it was not needed. You will need copies of the contractors quote, licenses, and the cancelled checks for proof of payment and the contractor will need to sign the MCI application if the cost exceeds a certain $ amount.
