Does a deck on-top of an existing structure count towards FAR?

Does anyone know if a deck ontop of an existing structure counts towards you FAR? Meaning is FAR cubic? We would look to build one on top of the mudroom space off the parlor level in our Bed Stuy brownstone and before we submit plans Im curious what other have experienced.
