Code for building metal deck -- please help!!

We are changing the CofO in a brownstone from a 6 to a 2 family and are building a deck — so need to make sure the deck meets code. If it is metal — can it be right against the property line or does it need to be at least 3 feet away? Below is the link to the code and the two conflicting parts. Please help!! Bessie, your second point is wrong. In general, it depends upon lot length and proximity of the rear of the building to the rear lot line.

http://www.nyc.gov/html/dob/downloads/pdf/tppn0403.pdf The bulletin clarified the earlier info. A non-combustible deck can be built closer than 3″ to the property lines. In general the projection into the rear yard should be less than 8′.
