BID for Park Slope
Does anyoe know if the establishment of a BID tends to discourage street vendors such as book sellers?

I think the BIDS are expensive and I don’t want the City charging me to have someone else clean my sidewalk, though some times those DOE guys shoveled snow which was a relief.

The 7th Ave BID may be desperatley needed, but why should the storeowners alone pay that bill. Shouldn’t all property owners contribute. Previously I mentioned that I pay $10,000 a year to the BID, separately I pay $150,000 a year in RE Tax. If BIDs are such a great idea shouldn’t all property owners contribute. I have benefitted much more from the BIDs actions as a property owner than I have as a business owner. All of the residential building owners around me have benefitted from the BID. Why should they get a free ride? The Downtown Brooklyn Partnership BIDs spend 20% of the budget on street cleaning, which could be argued to be the responsibility of store owners, the other 80% is spent on the community at large.

Can’t the charter be drawn up in such a way as to give the members control over what the funds are used for?

Putnam – The guy who sells books outside CitiBank told me that “1st Amendment” has done no good for friends of his trying to sell books in other BID zones. It’s why I asked the question. I’ve got a query into CB-6 to see what they say. Evidently a BID handout of some kind hinted at the demise of street vendors too.

The propsed 7th Avenue BID is desparately needed. Since the city pulled fuding for the Doe Fund contract that employed several people who swept the sidewalks and maintained the trash cans, 7th ave has been digusting and the community has taken notice. A BID will ensure that commercial property owners coordinate with one another to do their part and keep the sidewalks outside of their establishments clean — something they clearly can’t do on their own.

Book venders are protected by the first ammendment, subject only to reasonable place and time restrictions, and thus are able to sell without gneral vender licenses. BIDs (worthy or not) don’t change that.

I am a “member” of a BID. During the planning period, you will have a lot of interaction with the BID proponents. They have to show the City that they contacted all of the Real Estate owners in the BID area. It will be pitched as a “Merchants Association” with everybody paying dues, not as the current Merchant Association in which only half the stores are paying. During the week I saw this point being made about the Park Slope Merchant Association where it was pitched that the National Chains were not paying their share and the BID would solve this problem. I pay $10,000 per year to a BID. The BID was promoted to me as a type of Merchants Association, that all of the merchants will benefit from. Go to the Downtown Brooklyn Partnership website, click on any of the BIDS that they have taken over and see who is on the board. There are very few if any real merchants. My advice to any commercial property owners out there is to fight the establishment of the BID. In Brooklyn Heights 16 Court, 26 Court, 32 Court and 44 Court had themselves excluded from the BID. And in answer to the poster’s question about street peddlers the BID will not help on that point. Just walk down Court Street any day.
