How to turn on heat to radiator?

My bedroom is freezing! It rarely hisses like the radiators in my other room. I’m wondering if i have to turn if “on” or “open” it somehow. It uses a Hoffman Specialty No. 40 air vent. Any ideas on how to switch it to an “on” position? Otherwise, any suggestions on a good and honest heating specialist?
