A related question…. So many newly constructed multifamily buildings have defaulted on ECB violation hearings and were then fined the maximum penalty. DOB BIS Records indicate the violations were “resolved” but the fines were never paid. The buildings got their C of O’s, the units were sold and the developer and contractors walked away. So where’s the incentive to attend the hearings?
