I may have misread this question; if his sewer pipe is backed up, because of tree roots, or whatever, they have to be cleaned out. I’ve always used Roto Rooter, but there are cheaper alternatives.

Try Main Man – more reasonably priced than Figliolia, et al.

Have you spoken to your neighbor? He/she would be well advised to call a plumber who specializes in water mains (Figliolia, Harris, etc). If DEP comes and shuts the water there are extra charges (I paid $500 extra 20 years ago–I doubt that it’s gone down). If your neighbor is unresponsive, call DEP. Be aware though that it just might not be _your neighbor’s_ water main that’s leaking. My neighbor called DEP about what he thought was _his_ main (water was bubbling up outside of his house). When they came, dug up the street, and shut the water _my_ water went off and _I_ had to have my water main replaced. It turns out that, on my block, the water mains to the houses run on an east to west diagonal from the City main. I don’t know how common that is.
