Water leak responsibility
There’s a substantial leak in a basement: water is coming in from the street around a pvc pipe installed by either ConEd or Water Dept. – both done fairly recently when new meters were put in. Mason said it can’t be repaired from inside & must be done at the source. Any idea whose responsibility it would be?

Thanks. I have more info now. Seemingly the pvc is a kind of sleeve around electrical conduit & evidently the trench wasn’t properly sealed so water from heavy rain leaches in. I’ll try ConEd.

when this happened to me, that pvc pipe had wires in it sticking out into my basement. It was a ConEd pipe and they fixed it on both ends. Call them if it might be theirs and they will come out and look.

Why would either Con Ed or Water Dept. install PVC when installing new meters? It doesn’t make sense (and on top of that, PVC use restricted in NYC). If an excavation was undertaken, and there’s still paint on the sidewalk or curb, you might be able to figure out who did the work: Red – Electric Orange – Communications, Telephone/CATV Blue – Potable Water Green – Sewer/Drainage Yellow – Gas/Petroleum Pipe Line Purple – Reclaimed Water White – Premark site of intended excavation Regardless, I’d call New York 811 @ 800-272-4480 or 811: http://www.nyc.gov/html/dot/streetworks/html/chapter_4/4_2.shtml If you see a related sinkhole forming in the street, call DOT.

Since it’s water, I would say call the Water Dept.
